This is a good idea, tentatively. I hope that there is some form of ranking system in it though. I can just see it being abused.

This is such a great idea I hope canada does this too, in fact I hope everywhere does this. This is really on the right track; If you EVER abuse animals you should NEVER be aloud to have or work with animals. It’s like letting a murderer be a baby-sitter!
