I can see both sides of this disagreement. Horses need better air, as well as the people who have to breathe this same air. A horses life in New York or their off time life, should be better controlled.
Oh come on people, the Amish have been driving them for years and have put way more mileage on their horses then any of these. I don't see having to do away with them as the answer, maybe making some changes would be a better approach.
